CITY COUNCIL ACTION

The Columbia City Council held its regular meeting last night in the Daniel Boone Building, 701 E. Broadway. In attendance were Mayor Darwin Hindman, First Ward Councilwoman Almeta Crayton, Second Ward Councilman Chris Janku, Third Ward Councilman Karl Skala, Fourth Ward Councilman Jerry Wade, Fifth Ward Councilwoman Laura Nauser and Sixth Ward Councilwoman Barbara Hoppe.

A. Roll call.

B. Approved previous minutes.

C. Approved and adjusted agenda including consent agenda.

SCHEDULED PUBLIC COMMENT

A. Becky Markt, Tori Smith-Harvey, Monique Evans, Dalton Cote, Heather Windham - a report on the 2008 Let’s Talk Columbia events.

B. Daniel Cullimore - The Corner, suspension of renovation efforts.

PUBLIC HEARINGS

A. Approved the O-P development plan of the Blum Law Firm; approving less stringent yard, parking and screening requirements.

B. Approved the C-P development plan of Wellness Center Old Hawthorne Golf Club; approving less stringent screening requirements.

C. Authorized construction of a four-court tennis complex at Cosmo-Bethel Park; calling for bids through the purchasing division.

D. Tabled construction of the Clear Creek pump station and force main improvement project to April 7 council meeting.

E. Approved the fiscal 2007 consolidated annual performance report.

OLD BUSINESS

A. Established policy and guidelines for tax increment financing.

B. Amended Chapter 2 of the city code to establish a Tax Increment Financing Commission and to adopt procedures and policies for requests for redevelopment proposals.

C. Established a policy for sewer extensions funded by the sewer utility.

D. Amended Chapter 22 of the city code as it relates to public improvements and sewer extensions.

E. Amended Chapter 22 of the city code as it relates to private common collector sewers.

F. Authorized construction of Brown School Road from about 250 feet west of Highway 763/Range Line Street to Providence Road; calling for bids through the purchasing division.

G. Authorizing acquisition of easements relating to construction of a roundabout at the intersection of Fairview Road and Worley Street.

H. Amended Chapter 2 of the city code to establish a Downtown Columbia Leadership Council.

I. Amended Chapter 10 of the city code to establish a Public Communications Resource Advisory Committee.

J. Authorized an agreement with Thumper Productions LLC for the 2008 Roots ’N Blues ’N BBQ Festival; appropriating funds.

CONSENT AGENDA

A. Authorized acquisition of easements relating to construction of the Harvard Drive storm-water management project.

B. Accepted conveyances for drainage, utility and sewer purposes.

C. Authorized an amendment to the interconnection and water sales agreement with Public Water Supply District No. 9 of Boone County as it relates to water rates.

D. Accepted conveyances for utility purposes.

E. Appropriated funds for street maintenance.

F. Set a public hearing: voluntary annexation of Interstate 70 right of way and property on the north side of I-70, east of the city limits.

G. Set a public hearing: considering an amendment to Chapter 9 of the city code as it relates to fire sprinkler systems in fraternity and sorority buildings.

H. Setting a public hearing: considering approval of a design concept proposed by artist Howard Meehan for the city hall expansion, plaza and streetscape Percent for Art project.

I. Authorized an agreement with Boone County for public health services.

J. Authorized an agreement with Boone County for animal control services.

K. Authorized an agreement with the curators of the University of Missouri on behalf of the Sinclair School of Nursing to provide health clinic experience for nursing students.

L. Authorized Adopt-A-Spot agreements.

M. Authorized an agreement with Little League Baseball - Missouri District for Sports Development Funding under the Tourism Development Program for the Little League Baseball Senior League Central Region Tournament.

N. Authorized the purchase of compact fluorescent bulbs for distribution to low-income tenants and city utility customers.

O. Authorized a tax credit agreement with the Missouri Development Finance Board relating to streetscape improvements at the intersection of Eighth Street and Broadway as part of the city hall plaza project.

P. Authorized revisions to the drug and alcohol testing policy and procedures for city employees.

Q. Agreed to allow Memorial Day Weekend Salute to Veterans Corp. to conduct an air show at the Columbia Regional Airport.

NEW BUSINESS

A. Authorized the addition of a provision to the agreement with Columbia Access Television for operation of the public access video channel.

B. Authorized application to the Missouri Department of Transportation for Safe Routes to School funding.

C. Authorized an agreement with Little Dixie Holding Co. Inc. relating to the extension of Maguire Boulevard.

D. Supported the sewer system revenue bond issue on the April 8 ballot.

INTRODUCTION AND FIRST READING

A. Rezoning property at the eastern terminus of Chapel Hill Road from O-P to C-P.

B. Amending Chapter 23 of the city code as it relates to billboards.

C. Approving the final plat of Oakland Ridge Plat 2 on the southeast corner of Oakland Gravel Road and Oakland Ridge Drive.

D. Approving the final plat of Bluff Creek Estates Plat 8 on the east side of Bluff Creek Drive, west of Highway 63; authorizing a performance contract.

E. Authorizing a cooperative agreement with Boone County relating to 2008 revenue sharing funds for the Clark Lane improvement project; appropriating funds.

F. Authorizing Amendment 1 to the agreement with Donohue & Associates Inc. for engineering services for the Bear Creek stream bank stabilization project; appropriating funds.

G. Authorizing Change Order No. 1 with T-N-T Excavating; approving the engineer’s final report relating to construction of the C-3 trunk sewer extension, an 80-acre point sanitary sewer serving the University of Missouri South Farm property.

H. Authorizing Change Order No. 1 with Joshua Excavating LLC; approving the engineer’s final report relating to construction of the H-21 relief sewer, Hominy Branch relief sewer.

I. Accepting conveyances for utility purposes.

J. Authorizing an agreement with Ed and Carmel Skrabal relating to construction of a pedestrian trail connection to Longview Park; accepting permanent and short-term recreational trail easements.

K. Accepting and appropriating donated funds for Parks and Recreation Department programs.

L. Amending Chapter 9 of the city code as it relates to fire sprinkler systems in fraternity and sorority buildings.

M. Authorizing an amendment to lease and agreement for hangar ground site at Columbia Regional Airport with Jeffrey Smith and Robert LeMone.
