It only took a few short hours to transform a stark, white wall at the Boone County Government Center into a piece of art. It took animals made of paper and some examples of littered trash; a little string, tape and glue; and colorful velum paper and old bicycle tire tubes. It took a few volunteers and Ann Mehr’s direction.
